11.2 Approval of the Minutes of the Executive Session and the Regular Meeting of January 18, 2022 Action
  Resolution:
WHEREAS, the Board of Education of Springfield School District 186 reviews the minutes of the regular session and the executive session of the previous Board Meetings; and

WHEREAS, copies of these sets of minutes were distributed to the Board in the board packet prior to this meeting;

NOW THEREFORE BE IT RESOLVED that the Board of Education approves the aforementioned set of regular session and executive session minutes and directs the Secretary to include them in the official records of the Board of Education meetings.
 
11.3 Approval of Payroll and Bills Payable Action

11.5 Approval of an Agreement Regarding Springfield Memorial Health Systems – Project SEARCH Action

WHEREAS, Springfield Public School District 186 is interested in strengthening cooperative interagency planning and community based services; and

WHEREAS, SPARC, Memorial Health Systems, Springfield Public School District 186 and the Division of Rehabilitation Services will collaborate and cooperate to create a High School Project SEARCH Transition program for students with developmental disabilities, and to foster and facilitate the acquisition of jobs by people with disabilities when possible; and

WHEREAS, Springfield Memorial Health Systems - Project SEARCH will work collaboratively to provide internship opportunities for a minimum of 10-12 student participants (per school year) with developmental disabilities;

NOW THEREFORE BE IT RESOLVED that the Board of Education of Springfield Public School District 186 approve the agreement with SPARC, Memorial Health Systems and Division of Vocational Rehabilitation Services to collaborate and share responsibilities as stated in the Memorandum of Understanding that demonstrates the working relationship between the District and Springfield Memorial Health Systems - Project SEARCH effective January 19, 2022.
 
11.6 Approval of an Agreement with Steve Thomas Consulting Action
  Summary:
In an effort to provide leadership support to our staff who are often on the front lines with families and students, we would like to invite Steve Thomas to provide some leadership training, development and support to our principals and district administrators during Principal Professional Development as well as to our Face Liaisons during their monthly FACE meetings. The focus of these meetings will be to provide a space for these leaders and staff members to reflect on their experiences and receive ideas and motivation to support their current and future work. What we know for sure is that as we support the social and emotional learning of students, we must also do this for staff. These meetings therefore will address Adult SEL while also supporting the leaders and staff members with ideas to support their goals, priorities, and decisions. The plan is for Mr. Thomas to support principals and district leaders during the months of March and May at PPD. There will also be two sessions for FACE Liaisons, one in the month of February and one in March.

Each session will be $1500 with four sessions totaling $6000.

WHEREAS, Springfield School District 186 is committed to offering leadership and SEL support and development to staff; and

WHEREAS, Steve Thomas has worked in leadership development for more than 30 years and travels the country leading powerful discussions that help people and organizations grow and improve vigorously;

NOW THEREFORE BE IT RESOLVED that the Board of Education approves the agreement with Steve Thomas Consulting for a total amount of $6,000 to be paid by Title II funds.
 
11.7 Approval of an IL Empower Partner Agreement with American Institutes for Research Action
  Summary:
Grant funds are allocated to districts who have schools who are categorized as needing comprehensive or targeted school improvement support, based upon various indicators listed on the school report card (i.e. academic proficiency, academic growth, chronic absenteeism, 9th graders on track, and graduation rate). Grant funds may be used for planning and implementing school improvement activities such as contracting for professional services from State approved learning partners who help schools analyze data, research evidence-based interventions to improve academic growth and proficiency, and monitor school improvement plan progress. American Institutes for Research (AIR) is a State and District approved learning partner that our District has partnered with for several years.

WHEREAS, Springfield Public School District 186 has developed IL Empower Work Plans for School Improvement; and

WHEREAS, the designated schools (Dubois, Enos, Fairview, Hazel Dell, McClernand, Ridgely, Wilcox, Graham, Harvard Park, Feitshans, Washington, Jefferson, Grant and Lanphier) have identified a need for support in developing priorities using listening and learning visits, data review and root cause analysis, and school strategy research and development; and

WHEREAS, the American Institutes for Research is an approved IL Empower partner that can provide these supports;

NOW THEREFORE IT BE RESOLVED that the Board of Education approves an agreement with the American Institutes for Research for a total amount of $355,700 to be paid by Title I School Improvement 1003(a) and Title II funds.
 
11.8 Approval of an IL Empower Partner Agreement with Consortium for Educational Change Action
  Summary:
Grant funds are allocated to districts who have schools who are categorized as needing comprehensive or targeted school improvement support, based upon various indicators listed on the school report card (i.e. academic proficiency, academic growth, chronic absenteeism, 9th graders on track, and graduation rate). Grant funds may be used for planning and implementing school improvement activities such as contracting for professional services from State approved learning partners who help schools analyze data, research evidence-based interventions to improve academic growth and proficiency, and monitor school improvement plan progress.
